As has been said before, the likely cause is the enemy TF sprinting in and out during the night, putting it outside of your range in both phases. A TF with CA's and DD's can often do 9-10 hexes per phase.
One solution would be to put up some naval resistance, even if it is purely token (a few DDs, or even just PT boats), as this will force the enemy TF to engage, which in my experience often leads to them not moving the full distance 'out' (presumably due to lost time for the engagement), which may leave them in range of your DBs.

Airfield level 2 that has 30% damage will stop any offensive missions from flying.
Level 3 = 35%
Level 4 = 40%
Level 5 =45%
etc.
Do you have enough engineers at the base to repair the airfield?
EDIT: I see you said airfield is not damaged. Keep looking.
Formula look like that
For offensive missions damage of runway cant be bigger than:
20 +(AF size x 5)
For Defensive missions (CAP, LCAP) damage of runway cant be bigger than:
50 +(AF size x 5)
I found it some time ago in tech forum but still i cant confirm this as official

The manual, page 214
Runway damage can limit the air operations at a base. A strike Mission may only be launched
from a base with runway damage less than 20+(Airfield Size *5).

post a save so we can look closely and do experiments on own (and i asume it is pbm - but can it be turned to playable against ai?)

In my experience mines do no damage once the enemy has "spotted" the minefield. To defend against bombardments use your own ships.
His CAs can move in at full speed during the night from outside your DB range and then be back outside again by daybreak. Are you sure thats not what is happening?.
well, if it that case seting bombers to night atack will solve that pronlem...unless navy attack is imposible at night

Bombarding ships rarely hit mines. I find if they engage in a firefight with your ships in harbor or patrolling they often do. I think you need to look for subs, or sweep for mines. [;)]
