Warning: avoid random empires!

Thanks, but I DID read the tooltip (I wrote in my second post "...The blurb above the other empires setting says that the size of random empires is set by the galaxy settings, but this is contradicted by..."), and I have now found out what the problem was and it is not what you say. But the blurb IS correct.

Following your good idea to use the editor, by looking at saved games, I found that indeed there were no big empires in the early game, but some 20 years into the game, one of them began to grow exponentially, probably due in large part to very many colonizable planets being close to its starting area., and maybe also due to having obtained the ability to colonize other types of planets.

So the problem of the big enemy empire was not caused at all by the random settings and I apologize for having wrongly claimed that it was. And I thank those who by their helpful remarks helped me to find the real cause of my problem.
