Yeah after I read more closely you do need to own CIV V already for Brave New World. I guess it's DLC instead of an expansion.
http://store.steampowered.com/app/235580/ still $15 for both is pretty good deal if you don't have them and like CIV V. I kinda like CIV II and IV too much to change again now. I wish some elements from CIV III were in IV as I enjoyed having to fight for resources. More realistic as in real life even gold and uranium doesn't appear all over the world or OIL look how we all fight over oil. [:-]

A recent poll of Civ fanatics decided that Civ IV base much better than Civ V base. But Civ 5 + DLCs/Expansions better than Civ IV + DLCs/Expansions.
I do not have any other Civs so cannot comment on that. I do know that Civ II was very well liked although I believe it is somewhat problematic getting it to work on modern computers.
