You might actually want to add your modified oob files as a user mod, with the JSGME mod management tool that is accompanied in the installation. The use of tool is quite simple, put the folder consisting of your modified files under the MODS folder, the name of that folder being the name of your mod. Then, under that folder, mimic the target locations, with the files.
For an example: \MODS\JW EF OOB Mod\East Front\*.*
Then, you can easily install/uninstall your files with JSGME.

As a test, if I don't want to 'create' any new units but just re-designate a brigade as a regiment can I just changed the letter G to an R, as outlined in your document, and keep all the other unit ID's the same in the division? What I want to just try to do is rename a single brigade in a Russian division to a regiment so that it 'chooses' that when I want to play with a German regiment.
Also if I do this and want to test it, how do I use the GME to use the new OOB? I am somewhat familiar with using it for Panzer Corps mods. Would I just put the new Russian OOB in the mods folder or do I need to put all the other nations OOB in the same mods folder?

You'll have to change the G and change the Regiment number so it is unique, everything in the new regiment shouldn't have to change. You will have to identify that regiment in the division file as well.

So if I find everywhere that particular unit I am changing shows up and give it the same new unique ID it may work?
In you paper you show a range for unique unit numbering. Is it safe to assume that none of the units supplied with the game use any of those numbers?

James, when working on the custom files, NEVER work on them in the main game folder while the mod is engaged!! Work on them in the folder you made, otherwise, when you uninstall the mod after all your hard work, they are gone!!

Keep in mind, that is for Middle East, so the document is all based on a clean slate.
East Front, etc, is far from a clean slate, so you will have to CTRL+F until you find a clean number to use.

I was just going the use Save As and give the file a different name and save it to the Mods folder. Will that work or when I actually add it to the mod enabler does it have to have the same name as the original for the game to recognize it?

No, 2016 is the release of the 2.10 UPDATE, which will be a massive data and scenario update.

Oh, cool.
I figured by 2016 my current computer would bite the bullet and the game probably won't run on whatever new computer I need to buy.
One thing that I have always wanted to try in this game was a Corp on Corp battle (because I'm just a sick bastard

) but the way the game sets up the units is nuts, it takes hours just to organize the units near their HQ's.
Is there any way this could be easily changed in the set up, maybe so all units of an HQ were in the same general area of the map?

Unfortunately, no, there isn't a quick way of setting it up. Possibly in the far future, but not anytime soon. Of course, you could create your own scenario (instead of a campaign), then you could add the units to the map where you want them, but still one at a time.
Regarding the OS: we have made the JTCS compatible with Windows 8 and I'm sure we will continue to update the OS capabilities as the progress.

I've never create a scenario. Is it hard? Can you choose a formation and deploy it then choose a different formation and deploy etc.?

By platoon would be fine, at least you can deploy higher level formations in some sort of order as long as you can choose the next unit to deploy and there is some sort of organizational tree you can follow. It's sure better than having a whole division plopped on the map at one time all mixed up.
