Then the Dutch TRS can't ever enter the French homeland unless the Netherlands gets completely conquered - which is rare with the MWiF map.

This is because the Dutch don't have an HQ with which to provide it with FTC.

One thing the Dutch TRS can do to help is go to sea transporting a CW unit and then use a land move to debark that unit in a port or onto a CW HQ (providing CW FTC is not exceeded).
