RE: Oil vs non oil rules

Most definitely play different with and without oil rules. The Axis can go crazy flying planes, sailing ships and doing HQ reorganizations without blinking an eyelash when not using the oil rules. While fun it's rather phony. Plus the Allies don't have that as a strategic bombing target.

Playing without oil allows for higher production which can be fun but it's phony. While I'm playing my current game without the oil rules as I wanted to enjoy playing the game without the frustration of the oil convoying rules that I experienced in my first game. Next game I'll go back to using the oil rules because it's more realistic and forces me to think twice before doing things that use oil.

Plus it's kind of fun to be able to save oil for future reference, like when build percentages increase so you can gain a slight gain by judiciously saving oil near the end of a year to take advantage of a yearly increase and new units to build.
