Sorry, no luck.
Both settings to high performance, but same result:
The small DWU tile flickers on the screen for 1-2 Seconds and then nothing

Im unable to find any eventlog related to DWU.
Neither by following the instructions from VPaulus' link, or from the Event Log utility

Crashes should be nice and red if there, and they are sorted by time. So I guess that one is of no help

I'm sorry but I don't have any more suggestions. I have already troubleshoot other identical cases.
Unfortunately, the only way other players were able to fix this, was by performing a clean Windows installation. [:(]

This probably was already said but just in-case..
I seem to remember having that problem too where it wouldn't start up.. but i got it to work somehow.. i've played on both windows 7 and 8.1.. both work I also played with my Intel HD4600 and Nvidia 755m laptop video cards..
BOTH WORK.. oh and i've also
NEVER had use any compatibility settings to run games either..
I just remember installing everything i could.. XNa4.0, Dirextx - any and all versions.. 11,10,... I also remember installing visual basic runtime from microsoft website.. google visual runtime 10- i think there is like 4 of them.. install all of them..
then make sure windows media and internet explorer are installed and updated..
i just remember trying all kinds of things like that.. and then it worked..
i think the windows features is where you find windows media player and stuff to make sure its clicked on..

Well you're not alone hollmt. Got a brand new Windows 8.1 laptop today, straight out of the box. I did a Windows update to get the OS up to date and then straight away installed Universe. Why? Because I love DW Universe
I get the initial game screen, press the play button and then - nothing. Uninstalled and re-installed with no problems, same thing. I'm tied up for the next few days but will try the tips here over the weekend.
But at least my old Windows Vista laptop is still working so I can get my fix if necessary

I've had issues with Distant Worlds not running before.. but I resolved all of them.. I remember installing everything before running the game..
XNA framework,
any and all .NET frameworks.. just google them and download from microsoft..
i even went into Programs and Features in my Control panel and looked for anything in there to check and tick (internet explorer and windows media) make sure they are installed..
and of course install all directx you can.. 9,10,11 whatever..
then install all visual basic runtime 2010 and etc.. google them from microsoft..
thats how mine worked..

@Dagfinn
Please open the game installation folder and find a subfolder named redist.
Open it and find a file named DxSetup.exe. Please run this file and check if the issue persists.

Yea the game won't work for me through steam just doesn't launch like others encountered. Downloaded it from matrix and installed it again that way and it works. Kind of a bummer I liked the steam achievements and such but not a huge deal.

If you installed a working matrix version, maybe the steam version wills start working as well? The matrix installers installed the necessary stuff, which could help them both.

Now I guess this could be a potential issue. As not to use all my SSD space up I have my steam games directed towards the D drive. When I installed I Distant worlds through the matrix games download i went ahead and put it on the C drive since its relatively small.

I just wanted to add my circumstances and thanks for this info as well.
Just downloaded directly from Matrix today and ran through the installer. It seemed to have no problems with the game, .Net, and XNA installations, and I saw some mention on DirectX flash by as well. I had the same issue as reported above on my Win7Pro OS. Manually running the DxSetup.exe got me up and running!
