You don't need to have HQ units selected in order for their support units to assist in a combat. Support unit commitment to battle happens automatically, as does amphib HQ naval gunfire support. The Naval guns have to be next to the hex being attacked, but other HQs don't. IIRC they have to be within 5 hexes of the battle and have someone in the battle reporting to the HQ, but this must be covered in the manual. The big difference with hasty attacks is that HQs that have moved during the current turn will not commit any support units to a hasty attack. Hope that helps.
