Too many folks in this thread are thinking WiF boardgame scale vs. MWiF map scale. Look at the picture.

By the rules, since USSR is not active, that oil can only be used for re-org (unlimited basic supply path). It can't be shipped or saved due to no port and no rail line; and the USSR being neutral - which means only the USSR can ship it off the coast using its own CPs (which of course are not in the Persian Gulf).

If anything else happens, it is a bug.

Unless the USSR has aligned (not conquered) the minor country. Then it can place 1 CP as reinforcment each production phase in the minor country. And then transport the Oil by convoy to a frindly port.
Where do reinforcements go?
Put your on-map naval reinforcements into a port you control in the unit’s home country. However, you can place 1 convoy point a turn in either a Commonwealth home country other than the United Kingdom or an aligned (not conquered) minor country [Note: this is only possible if you are playing with Ships in Flames].

Of course. What else would the USSR be building early in the game but CPs?

Gentlemen please!!!

Not sure why this thread seems to have gone off at all sorts of tangents with all sorts of weird and wonderful theories.

1. I could not figure out why I was able to get a Persian resource - not on a railroad - to a Soviet factory.

2. Orm confirmed that as this resource was on the coast, it could (if convoyed) be transported by sea as though there were a port in the hex (which there isn't) but otherwise needed to be railed.

3. I thus deduced it was a bug in Post 4.

4. There was a query from composer99 as to whether there was something else allowing the transport to the factory i.e. a CW or French convoy being used by the program.

5. I confirmed that the USSR was not Active. I did not specifically state that the Soviets did not have their own CP set up, but to be fair, that is a given right? However, please see screenshot confirming there are no CP of any nationality in the Persian Gulf.

6. Orm provided the screenshot confirming that this actually happened (post 12) and that I am not dreaming or smoking hippy crack.

7. In post 16 I confirmed how I was able to do this. I was not trying to break the game or be a smart ass - I was simply trying to get as much production as possible and at that stage was not thinking about the rail line. It was only in the next impulse when I suddenly noticed that there was no rail line and wondered what the significance was. Hence reading RAC and the OP.

8. I give below a screenshot with the route filter.

Summary: This is a bug.

Note the absence of CP

It is a bug (see post 20) but it won't be high on the list since that resource should always be first choice for oil dependent re-orgs and can be idled, otherwise.

This might be a stupid question, but since I do not yet own MWiF and cant check this for myself, could this be a definition issue?...ie...if that oil is being used for re-org purposes might that be listed as "production"? Are you using oil for re-org in your game? If so, would it be listed on that chart as such?

Did you manually multiply the PM with the number of "legit for production" resources you are collecting?...and does that number jibe with what you are actually collecting?

Not sure I fully understand the question but here are the answers I think you are asking for:

1. We are not playing with Oil.
2. The resources, trade agreements (received and sent) and the multiplier all appear in order as post 24. The one idle resource is that at Bushehr in Persia. However there should be two Persians that are idle.

Your map of Persia shows 3 oil resources but your production display only lists 2 (Persia [82, 78] and Bushehr, Persia [84, 79])

What happened to the third oil resource?

I suspect that's an abbreviated list that was just centered on the resource of interest. Russia would have over 30 entries (oil, non-oil, lent BPs) at this point. I checked the coordinates (82,78) on my copy of MWiF and that hex is indeed the one without a port or rail line.

Correct - even with "Expanded" on, the list is to big to fit on the screen without scrolling. Oil Resource Persia [80,77] is being produced by a factory in Moscow.

I will send one over Steve.

I failed to recreate this one. I have a save where the resource is used but in saves where it is not used I can not get it to be used.

Can you recreate it, and if so, how did you do it?

Well I will see if I can re-create it. As I said, I did nothing special, no tricks, no gimmicks. Not knowing the rule about the lack of railroad, I simply asked the program to deliver this resource to Tashkent and then clicked re-compute. It kindly obliged.

I just fixed a problem with some vacuous routes being available for sending resources overseas. That might have been the problem here.

But I do not have a saved game for this bug report. Orm and Warpsite1 apparently did (at one time). If either of you have a saved game I can check whether my fix for other bug reports also applies to this one.

I said I would send one over so assume I did.

I have taken Persia in the current game being played so I can see if I can recreate this.
