I've just run into this same problem. Is the answer to send in a save file?

If you post a save file from before the conquest step it should be possible to fix it.

What version of MWiF are you using?

Just had the same problem.
Alas the savegame I don't have anymore as we moved on by going around the thing (pratically we made the Chinese remaining troops immolate against the Japs and letting them have free reign over China, with China being "passive" pratically.).

But it was annoying to have to redo the last turn from the Land Movement phase.

Got one of the Land Movement - there is a Japan Mech that has to be moved into Lanchow to finalize the conquest.

We're not using the latest patch though (2.X) because it revealed quite unstable for us.

Hi, I looked at the game but there are a LOT of things that ought to happen before that impulse ends. It seems a waste to just skip all those phases. My suggestion is that you use that save and make all the moves you need to make, do debarkations and invasions and resolve combats, and do re-orgs, etc. I'm not sure if you want an entry chit for occupying Lan Chou or not but if that's important, I can do the Mech move, generate a chit and then post it back for you to finish off.

At any rate I don't want to make so many decisions in a game I'm not playing nor know the history of. So if you can progress from this save as you did in your game and then save just prior to where the bug is, then I'd be happy to see if I can get you past it.

We went around it already and moved on.
We had no issue with China surrendering - but only with the conquest. In our specific case with USA at war that same turn the China conquest / surrender did not make a difference in "Chits" so to say.

Please tell me briefly what happened with the bug and I'll follow up with the latest beta version, using the save you posted, and see if it has been fixed.

Pratically at conquest phase, we go through the rolls of Greek convoys to see what happens to them; then we get asked to who should go control of China fleet (!) - and whatever thing we pick the game goes into relocating ships (we thought the surviving Greek Convoys - but they were not selectable).

Got there the game is where is is stuck - as nothing can be moved at all or relocated - and the button to move on is grayed instead of green.

I ended up going back to an auto-save and start up from there and have China "surrender" when the option came up. It actually made sense for them to do so anyway, but in a "solitaire" game I wanted them to "tough it out" and give the Japs a hard time.
This worked fine, and actually made me realize something I hadn't appreciated.
MWIF gives a player a wide range of auto-saves that represent "moments in time" and I don't recall anyone ever giving the developers the credit they deserve for this. For me, going all the way back to the 80's board game, the fun of the game is recreating history - again and again. The vast array of "auto-saves" makes this so much more possible, in spite of "bugs."
So thanks to whoever the programmer was who said - "hey, it won't be that hard to make these options available to players."
Given the amount of internet-negativity that creeps in here I think I should point this out!
The game remains incredibly fun - imperfect? Sure. But amazingly fun![:)]

All the auto-saves get over-written from turn to turn, so if you have an especially interesting turning point, you should load the auto save and save it under a different (appropriately named) file name so you can always return to it at a later date.
