You don't have the infrastructure to do a lot right away, don't overcrowd your airfields or your aviation support, but I would do both...start right away with a good rest percentage and work on training pilots and building runways.

If you keep Ledo you can really be flying in the supplies by late 42.

I think bombers don't suffer nearly as badly as does the skytrain from op losses.

But you will have to measure it and do what works for you. Watch plane fatigue, pilot fatigue etc.

Overall this is a good thing, the KB is one hex east of their AO fleet (just off the image here). The large number of submarines are providing good training for the DD that are now on ASW work.

Quick Note on Strategy vs Tactics

Most of what you will see in the AAR here will be the review of tactics that support the over reaching strategic goal - of running Japan's economy into the ground. The strategic goal of all the tactical moves are to burn fuel, supply and force the commitment of air units to prevent pilot training.

Air War
Force Japan to fight on three fronts as we move into 1943. Burma, Southwest Pacific and North/Central. As Japan can out build the Allies - we need to ensure that we bring all of the force pools to bear for depth. Also Pilot training will be maxes so all fighters by mid-1942 are 70 air, 70 def 60 xp. All Bombers are 70 Nav or Gnd and 60 xp. Make him build more early and mid war planes then he wants to slow down the engine bonus and burn HI/Supply.

Sub War
Force him to use his convey escorts to burn fuel. Force him to use some of his air force for ASW and not pilot training.

At Sea
As we did this turn if we can locate the KB and mini-KB strike aggressively and then run fast.

Some AMs and minor xAPs hide in port, the one light AA unit is deployed to this base. I think he was looking for the Oz Surface forces or my CV’s but they were not near the area. Last seen January 1st heading towards Rabaul.

We have caused him some issues with some of the mobile units in reserve and his advance to Changsha is on hold until he can reopen his supply lines. I tried an attack as he moved a unit out to open his retreat path but timed it poorly and did not get a good roll. I am moving to hold the line and send some units with no AV that start in the rear to block supply lines to slow him down until they are destroyed. Air lifting of supplies to China continues, only one ACU in action air lifting supplies.

As the war approaches it’s first month, please find a brief appreciation summary of current situation as of January 1st 1942.

NEI
We expect this area to fall completely to the Japanese over the next ninety days. While Force Z has won a major navel victory early on and was able to blunt two more quick thrust for loss of only two Dutch CL’s the Repulse will be under repair in India for the next sixty days, the remaining forces in Java can delay for a while but will be overwhelmed.

PHI
When supplies run out in the next ninety days, it will fall and no relief is possible. While we hold Manila, Clark and Bataan it is only a matter of time until our forces are reduced to the fall back on Bataan. The good news is that air campaign here has paused allowing our forces to rebuild and expand there fortifications.

Singapore
We may be able to hold this area longer than it appears, all forces are falling back and diggings in. We have some supply convoys in route and several have made it through. The Air Force is holding but we expect this to be reduced in the air over the coming week.

LOC to Australia
A. Johnson Island has been reinforced and should be able to hold.
B. Christmas Island is held in force and will require a major operation to be reduced and taken by Japan.
C. Penrhyn Island, Midway Island and Palmyra are help and additional reinforcements are in route to all three locations.
D. Pago Pago is now held in force by the Marines and will require a major operation to be reduced and taken by Japan.
E. Suva is now held by two NZ Brigades and US Forces and will require a major operation to be reduced and taken by Japan.
F. The NEI was stripped of as much fuel, oil and supplies and moved to Australia as possible. It does not appear at this time any additional resources can be moved out of the NEI.
G. Minor Australian LCU’s are now in Espiritu Santo and New Hebrides.
The 18th UK Infantry Division is located at Perth and its location withheld from the citizens of Australia, a US Infantry Division should arrive in the next week weeks in Melbourn. Should Japan advance here they should be in for quite a surprise.

Burma
The 1st Burma Division and server armored ACU’s are forward deployed to Pegu to hold the river crossing. The 17th Indian Division is forming at Rangoon along with additional armored units inbound with larger amounts of supply, The AVG along with British ACU’s are providing air cover. We may not be able to hold Burma but we hope to by until May or June until we are forced back into India.

Air War
Allied high command has come to the conclusion that outside of the Hurricane all allied fighters are inferior to the Japanese Zero. The F4F-3/4, P-40E and P-39 can meet the Zero but are at a disadvantage unless layered CAP is in use and properly trained pilots are used (70 A2A, 70 DEF, 50+EXP). Pilot training is in full swing but won’t meet our needs for 120 days at the earliest.

We are concerned we will not be able to gain control of anyone one front until January of 1943 given the current projected projection allocation to this theater of war. To offset this we propose following notes –

1. AA can help offset this both sea based and land based.
2. We need to leverage all of the airframes of our allies – to this effect Canadian Fighter and Bomber units are now in route to India.
3. Chinese ACU’s were transferred to the China Task Force HQ and are now training in India.
4. One Marine Fighter ACU is now in route to India.
5. AUS and NZ Bomber and Fighter ACU’s will need to be utilized as soon as possible.

Offensive Operations
Given the imbalance of Naval Forces we do not foresee offensive options on a general front until the end of August or September of this year. We in the process of identifying small local offensive options in each command that can be launched should the location of the KB be defined. But being honest until the front stabilizes we will not be able to define these.

After all of areas of reasonability for this area command below is a summary of forces currently assigned and recommendation for an active defense.

Fiji
Suva is 3P /// 2AF /// 3-07% Fort with 9700 supplies. It is held by 148th UIS FAB, 45th Bae Group, 1st Fiji BN, 8th NZ BDGE Suva Navel BF & 35th NZ Bty. One Hudson ACU and one Vincent ACU is based out of this location for naval searches.

Nadi is 1P /// 1AF /// 2-14% Fort with 1300 supplies. It is held by 147th FAB, 131st FAB, 2nd Fiji BN, 1st NZ Base Force, 14th NZ BDGE & 37th NZ Bty.

Pago Pago
Pago Pago is 2P /// 1AF /// 2-84% Fort with 20000 supplies. It is held by 104th USN Bae Force, 2nd USMC Rgt, 8th USMC Rgt, 2nd USMC Para BN, 2nd USMC Pioneer BN & 7th USMC Def BN. Additional support services are in route. One PBY ACU is based out of this location for naval searches.

Auckland, NZ
The fortifications and Port are both under upgrade as this will area is projected to be our initial supply and fuel hub for the area until sufficient naval and air forces can be based out of Fiji or Samoa. Supplies are at ~15K and fuel at ~17K. A supply convoy of 40K and a fuel convoy of 140K are in route.

At this time we are looking at sending several Fighter ACU’s to cover this port along with sending all of the mobile ARDs and ARs. Once we are confidante of the safety of Sydney these will relocate to this area as the largest remaining shipyard west of Pearl Habor.

Penrhyn Island
Penrhyn Island is 1P /// 0AF /// 1-20% Fort with 3900 supplies. It is held by 3rd Port Maint Engt BN & 3rd USMC Def BN. Additional support services are in route. One PBY ACU is will be based out of this location for naval searches once an AVP arrived on location.

Active Defense
Given the imbalance of Naval Forces we do not foresee offensive options on a general front until the end of August or September of this year. However, we are looking to concentrate forces for small local counter attacks as the situation warrants. Fiji and Samoa will be the areas where these forces are concentrated on this front.

The current plan is to base 150 – 300 Fighters and any available bombers on Pago Pago (this may shift to Fiji), supported by a large mine field, costal batteries, PT Boats and large surface force built around four to six of the slow BB’s. This surface force will sit under fighter cover and not venture forth but should provide the needed added protection against the use of enemy surface forces shutting down the airfields with bombardment.

The status of the United States Pacific Fleet as of January 5th 1942. In a little less than one month we have been able to restore some of the Battle Fleet to operation status though repairs.

Battle Fleet
One Task Force will be built around four to six of the slow Battleships. Battleships will be added as the receive surface and air radar upgrades. This taskforce size will not exceed fifteen ships and will be filled out by DD’s and CL’s which also have received surface and air radar upgrades

Carrier Divisions
Each Carrier will form the core of small taskforce of eight to twelve ships. CA’s, CL’s and DD’s will be added as need to flush out the taskforces. Ideally all ships will have had their surface and air radar upgrades. Given the lessons learned to date we are proposing the following changes to each carrier until the arrival of the Avenger Torpedo Bombers. Each US Carrier will exchange their TB ACU for a USMC DB ACU. In addition, one USMC Fighter ACU will be added to each Carrier to provide additional fighter cover and bring the approximate number of aircraft on each carrier to 99 planes.
