Windoze since Win7 should support handling .zip files (compressing/uncompressing)

It seems rainman is absent for quite some time. Is there any chance some of our in-the-know-experts is either planning on updating the condensed rules or has anything similar at hand or in the works? I am so far from being able to work on anything like that, but is there something up-to-date out there?
