These are RN ships so I should be more worried if they were captained by a certain Sub Lt. Phillips, letting him on Troutbridge was dangerous enough

In my 2 full campaign games of WITP:Accountant's Edition (subtitled Spreadsheets over the Pacific), the Leander has been the Boise of the war through 1945/1943. I just looked at whose commanding it in my current game, yup, an Ensign. It's got a Hunter/Killer anti-shipping group centered around it with 4 DDs with lots of torpedoes. Even with all the torps, the Leander is the AKs/APs/TKs death blow almost every time.

Well, I would call it a "reasonable complaint" in that it costs precious early PP to fix and if you do not do so, the effectiveness of two pretty good ships is knackered. (look that one up)[;)].

Pretty sure it's been stated by devs that ranks of leaders have no effect in code. If an Ensign has a good Naval rating he has a good rating. You don't get a bump from a CDR.

Speaking of that, has anyone tried replacing Nagumo with Yamaguchi or Abe? Not many PPs required.
