The hex is 40 NM wide so at minimum there are 20 NM of water between CD unit location and hex side for the SCTF to operate in. If the SCTF stays out near the hex edge, the CD unit does not engage. If it comes in close enough the CD unit may engage. The AI uses "under-the-hood" randoms to determine positioning and engagement or not.
Mines work much the same - most are laid close to shore so if a TF passes through the hex well away from the base, it is unlikely to hit one. Bombardment TFs moving close (6000') to shore might hit one. Amphib TFs moving up to the shore will find them.
But how wide is a river? You've significantly less room to manuver against CD fire on a river (even a wide one) than you do in a 20 NM stretch of ocean.

Singers has a navigable river hex side to the NE towards Johore Baru, and this is the hex side used in my test. IRL Johore Strait between the two locations is an inlet- but in the game it is considered as a river. So I don't agree that this is a bad testbed.
How do you know that it's not Singers status as one hex of a strait that's causing your results?
We're discussing CD gunfire on major rivers, not transiting straits. Singapore has it's code set as a strait.

I've reported several times that minefields have no effect in rivers.
Bloody disappointing that I can't interdict Japanese attempts to resupply a surrounded Hankow with American sub-laid mines.

Yeah, it has serious strategic implications for both sides. Hopefully it can get looked at.

Well, they have an effect as I've definitely hit mines in rivers, but the manual says they're supposed to have a greater effect. That I haven't seen, but since they appear to at least function normally it's impossible to tell without an extremely high-
n test.

Well, they have an effect as I've definitely hit mines in rivers, ...

I do not think there is such a thing like a "hex of a strait". In the editor, only individual hexsides have the "straits" attribute, not the entire hex. Here is a screenshot of the Singers hex in the hex editor, you will notice that only one hexside is defined as a "strait" and that the hexside through which my test TFs have entered is a navigable river hex side without "straits" attribute. The opposite hex (Johore) also has a corresponding navigable river hexside, so the TFs are moving from one river hexside to another river hexside, just as on any navigable river. So I remain convinced that Singers as a testbed is ok.
Now, just to make sure, I have set-up another test scenario yesterday evening with a base created at 86/52 in the bend of the Jangtze in the triangle between Hankow, Anking and Nanchang. In the DBB scenario I am using, it is a coastal hex (like Singers) and has four navigable river hexsides. I have created a port-1 base belonging to Malaya Command and copied the Singers base force and the Singers fortress into that hex, added 10.000 supplies and even switched the fortress commander (agg 38) to someone more temperamental. Then I created from the Japanese "Jangtze Flotilla" in my mod (old cruiser Izumo, river gunboats, sampans and junks) several task forces: a) a bombardment TF set to bombard the 86/52 base, b) several surface TFs set to patrol between Hankow and Anking and between Hankow and Nanchang and c) landing barge convoys CSing between the same three bases. I only had the time to run the test over four days before my brain said "better catch some sleep", so the number of passes the TFs have made through the CD-infested hex is limited in this test (will run it over a longer period this weekend), but so far the only TF that has been engaged by the British CD unit is the bombardment TF.
Edit: Correction Nanking to Nanchang. Ran the test over 10 days after adding an amphib TF to attack the British. Only bombardment and amphib TFs have been engaged by the CD guns, surface and landing barge TFs sitting in or passing through the hex are left in peace.

LST, does weather play a role in the CD's engagement? i.e. does it have radar and have you monitored the weather in the hex each day? I am thinking if the CD unit cannot see the enemy it will not engage. But I don't think the mines care! [:)]

I don't think so. CD fire in narrow straits seems to kick off pretty much irrespective of weather.
