It isnt on my version which is 100.10 and it makes it a pain to reinforce units.

Also it has crashed three times on two different computers with no warning and no error message and goes right to desktop.

version 10 failed to load previous save game - crashed/stopped working
running Barbarossa campaign and programed crashed after moving a few German units of Army group North?
Saw nothing unusual - no error message and nothing in error log?
will try to reproduce

Unable to reproduce crashes
Previous crash was on the first time I ran v10 after installation when I tried to load old v9 save and then again on first new campaign?
Have since been able to load v9 saves OK and campaigns ran OK.
Will monitor and report if further crashes.
Only unusual thing is that the windows task bar flashes up during start selection menus and seems to take a fairly long time to load up and start game

I'd suggest downloading and applying the latest hotfix to the v1.00.10 build... it can be found here with instructions on how to download, extract and install.

The Manual says:

Spying & Intelligence can also increase the chance of a breakthrough after the 30% threshold has been crossed.

The new mouse-overs in the Research dialog are great, but this one doesn't say the above, and I just wanted to check that it does because personally I go heavy on S&I because I love the Research Breakthroughs !

Yes, it's just not made it to the tool-tip.

Yes, they're contained in the localization.txt file, so they can be modded too. [:)]
