Sorry, for this taking so long. Here is my dxdiag. Didn't have GPU-Z running this time, so no log available at the moment. Also no steam message this time or anything related to steam. Game suddenly slowed down considerably when going through unit TOE tab. If I recollect correctly, this is not first time this has happened when interacting with some element in TOE-tab.

Could you check if this is repeatable from a fresh start and write down the steps?

Not sure how to replicate it. Every time I play, it ends up slowing down at some point. Will give information if I gain any, but it is hard to distinguish certain steps that lead to this. Only some hunches.

Tested this so that no other program was running and still game slowed down gradually.

I'd like to add that this same issue has been plaguing me also since the latest patch updates (both .00 & .01), 100% in the same manner which Kantti describes in this thread. It's frankly bad enough that it renders the game unplayable, because if the 'slowing down' bug occurs (roughly 30-60mins into game-play) during the soviet AI logistic or combat phase your PC will freeze.
Some notes on the matter:
-Windows 8.1
-NVIDIA 630 graphics card with updated drivers
-Steam install
-Disabling steam overlay doesn't fix
-Disabling sound and music doesn't fix
-(not)Frequently alt tabbing to either Firefox or other browsers doesn't fix
-Running the game separate of anti-virus or any other program doesn't fix
-100% repeatable (every game-play session it occurs every time at some point)
-Completely restarting the .exe temporarily solves the issue
-Game worked like smooth butter pre: .00/.01
Thus the game is unfortunately unplayable.
Bonus fun bug: Did you know that if in mid naval transport to any given port you press to debark while still moving your division/brigade/regiment, it'll either enter you it into forbidden territory or let you drive over the ocean to wherever you'd like to go [X(]. I like to call it the hydrofoil bug.

Without being able to repeat it on my side, I think it's impossible to fix this. Don't know if this happens only on certain configurations.
At the start and end of Kantti log I can se higher GPU load and temperature (56 to 62 in GPU, 38 to 46 in VRAM). Maybe your computer is overheating? For example I have played Witcher 3 without problems on my laptop, but a year later it started to overheat and the GPU reached 75C in 10 minutes and once there it started throttling, making the game unplayable. I had to open it, apply new thermal paste and buy a cooler pad.
Do you guys play with sound/music on?

Are you stuck on the ocean or are you able to land somewhere?

If you disembark on an ocean tile with no land adjacent you will get stuck.
But if you're adjacent to some land and you have enough mp you can disembark wherever you want.

Will try to fix it, but it may be hard as some other bug of this type (messing with interface while the game is doing something).

At least I could help with this:
13. Fixed a bug where it was possible to move units stopped at sea to an adjacent land hex using normal movement, bypassing amphibious restrictions.
14. Fixed a bug where it was impossible to continue naval/amphibious movement of units stopped at sea.
15. Fixed a bug where it was possible to unload units at sea.

I am also having this problem playing the game through steam, after a certain amount of time it all slows down to a crawl and I have to quit the program and restart. Never had this before I "upgraded" my version onto steam.

I have hard time believing that my GPU heat level would be the reason. I am completely fine in playing really graphic intensive games without any hiccups.
By the chance I am upgrading my GPU today to gtx 1070 so we will see, if it is GPU related issue.

rename the sound folder, you may want to rename the video folder as well

You could rename the sound folder inside the game's Dat folder.

Renaming the sound folder and thus deactivating sound completely has no effect unfortunately.
I'm thinking it has to do with an issue with steam itself that interferes with the game but I'm not sure of what.
So far playing in offline mode or without steam overlay doesn't fix the bug.

Do you have some other overlays, used to stream videos, capture screen shots and display frame rates? I have read that many of them interfere with games, for example tools from MSI (which is some other product skinned).
