Just got the turn from Ric and airstrikes have been delivered from CV's. Weather was clear sky's, DL was the same as before; 2/2.

How many squadrons or fragments of squadrons on your CV? Five is the max for operations. If you have a sixth one I think you can fly it off to a land base but cannot mount any other ops.

No fragments or additional elements. Just the original 3 squadrons on both Shokaku and her sister.

Honestly I'm thinking it must've been the thunderstorms, the average EXP of the Val squadron is at 63 and the other squadron's are around the same so they aren't perfect by any means. I can see why they wouldn't want to land on a rolling and pitching deck. The fact that as soon as the weather subsided they launched only adds to my suspicion.

Weather, air superiority, number of planes in raid limitation, shallow water hex - any of these, imho

I can't see any problem with launching in shallow water, in fact I'm sure they would prefer to launch in an area where submarines would have a tough time. I am inclined to agree with your air superiority comment although the strike force would've had ample A6M's escorting them and the only aircraft he has there is a lonely P-40 which has evaded destruction since the new year[8|]

That's pretty low. Get some recon on the target to raise the number. Like a DL of at least 9/10 myself.

As an aside its not a very good idea to have your primary target as a land target for a CV TF. JMHO, but I would have my strike A/C set to 'naval attack' as primary, with a secondary as 'ground attack'. In addition as a IJ player I don't do too many ground attacks with CV based units as their pilots are just too experienced and few to risk on ground targets. Not to mention they take a long time to train up for carrier ops. I generally only do it where I know air and AAA opposition are essentially non-existent.

As for the torp setting, don't worry about it the AI will automatically swap in bombs for the ground strike. Also the shallow water hex has no effect on ops. However, operating from a base hex is another matter.

Shallow water restrictions to CV air operations is a carry over from earlier versions.
It doesn't exist anymore.
It was changed to be only port hexes including dot ports that haven't yet been developed.
Non-CVE carrier operations are reduced by 50% in port hexes.

Seriously it would be nice if there was some feedback mechanism to communicate this back to the player (operations report?). I've had similar situations where I had no idea why I didn't end up with any sorties.

Doesnt it always tell you if a mission is cancelled due to weather?

Which makes me think that it was not due to weather, as it tells when a air mission is canceled due to weather. Unless there are exceptions.

I don't recall ever seeing those messages show up on the operations report but they do flash on the screen as the turn is processing.
