Yep. Imagine having a minor (Ruritania) with 3 land units a fighter and a bomber. You could move the 3 land units out, then use the Ruritanian TAC to bomb a target a few hexes into (say) Russia, escort it with your Ruritanian fighter: get both shot down and be left with no units in Ruritania without violating the Minor commitment rule. Odd.

The FAQ of the boardgame is our friend here:

Finland has a total of 6 units, 4 are
currently outside of Finland. So a 5th can't
leave Finland. One of the 2 Finnish units in
Finland is a LND. Does the rule restriction
"...you can only move a minor country land
or aircraft unit from inside the home
country to outside the home country, if half
or more of its on- map land and aircraft
units are currently inside its home country"
forbid me from
(a) flying a mission with a LND outside the
country during the action stage even if I
return to base in Finland and/or
(b) placing one of the LND in the reserve
pool (with its pilot added to the German
pilots track) during the Production step?

So it's not allowed to fly a plane out of Finland for a mission. And that's how MWIF is coded (I checked). However I'm getting the impression that the second one here (the fact that you can't remove an aircraft from the map to gain a pilot, if that would mean that there are than to few units in the home country) isn't coded.

Yes, I didn't have the Clarifications and I couldn't find it in the Net. Yesterday I saw it at home and it's like Centuur posted. So I was wrong.[:(]


In my defense, I have to say someone posted exactly the same question at the Wifdiscussion mail list,
Does flying air missions to hexes outside the home country count as *moving outside* in the sense of violating the restriction on use?

Ex.: Two Finnish AC inside Finland want to ground support/escort an attack on Leningrad while the allowed amount of Finnish units already left Finland.

and Steve Balk, one of the veteran members and several times winner of the (USA) WIFCON, said the following:
I always thought the restriction applied at the end of the step -- so I would say no so long as the aircraft return.

So maybe it's from there that I got that notion; and maybe it's the way it is, just because Harry Rawland said in the Clarifications. [8|]

now don't go for the easy joke and say: "Sure, and that's how Steve managed to win the WIFCON..."

Yes, I didn't have the Clarifications and I couldn't find it in the Net.
I do not know if this is the latest version but it is the FAQ I use.

Thanks, as I said in my last post, I had them at home. They are the same version as yours.

And, of course they are "law", it means that's what rules the game. No matter that the ruling is that because Harry wrote them, not because there couldn't be a better interpretation of the rules. But there needs to be one and that one is Harry's. [:D][:'(]
