Also Leningrad, but there ships can be simulated by ML-20 guns.
In Tallinn the Soviets could use ships and then we would have a new scenario with different deadlines. (Which may be good for Army Group North because you get points for every move so the more moves the more resources you get.)
In Panzer Corps Afrika campaign they have untakeable Tobruk so Rommel cannot take it in 1941 (which is historically correct). A not-so-easy-to-take Tallinn could also be a part of a later version. In my 1941 campaign I assume that Leningrad cannot be taken easily so there is no choice between Leningrad and Tikhvin, you have the choice buttons but whatever choice you make brings you to Tikhvin.
The German heavy cruiser Admiral Scheer also provided fire support to the German forces in Estonia… yes and historically the Soviets never destroyed Army Group North/Courland, it still held the line until the last days of the war.
