I m writing this from the aspect of game balance, as previously noted. Makes no sense with HQ starting position, but gives soviet player desperately needed chance to stabilize northern front
I doubt that's the intention of the game designers...

You`re possibly right, but as it is now, it`s sadly the only way for the poor Russians to attack anywhere. Imho the Axis still is in advantage (V 1.08), and I doubt that V 1.09 changes enough to compensate, should it ever be released.

Honestly? Why do you say this? Russia can easily win. It takes almost a perfect game as Germany to defeat the Russians vs. two equally matched players.

What do you mean by "defeat Russia"? To win the game you need Leningrad, Moskau, Stalingrad, Paris, Warsaw, Kairo and London (and of course Berlin and Rome), I managed to do that in 2 PbEMs by sept. 13., 1942; and in all the others in spring 43 at latest.
Maybe there`s something me and all my opponents did not know?

Maybe this
http://www.si-games.com/forum/showthread.php?t=29364&p=1095383#post1095383 could give you some hints, especially if you understand german.
Decisive: research int. asap to keep the lead in techn. by doublechitting until the optimum is reached. Get Spain into the Axis, in 1.08 it`s possible to get this opportunity after accepting Vichy and by conquering Algeria. Axis income will increase so much, that you`ll be able to buy all the missing units of german minors, then Axis troops outnumber russian easily.

Sugar, Remember me the guy you challenged because I said it is tough to win at Axis. And I replied perhaps later as I was to busy now.
I very much appreciate your sharing your strategy which I haven't had a change to review yet.
But for all of you who don't speak German, you can download the MS Edge browser translator and translate the German into English.

That`s never been a secret, I complained about it months ago, and some of the issues are quitted with V 1.09.
It`s not the only working strategy, Axis income can be increased by other countries like Sweden or Turkey diplomatically, but it fits perfectly the timing to achieve victory in Africa and Middleeast; Malta has to fall anyway, the Luftwaffe is able to attack Tunisia immediately after Malta, and the not needed bombers and fighters can walk to Libya "on foot" without further costs of operating. And It's very tough to counter, usually the Axis can manage to be everywhere needed in superior numbers, and ideally end the war before the US is ready.

With 1.09 Spying & Intelligence research is limited to 1 chit, so the double chitting strategy will require some modification.

That`s fine, and should slow research a bit!
As Germany is able to invest at first, they will usually be a little faster than Britain anyway. By the way, it seems not to make any difference if other nations develop Int. additionally to their leading nations. Shouldn`t that be improved also?

I always felt that double chitting was an exploit so I'm glad and never "cheated" by doing that. Do away with all exploits like this.

Where`s the exploitation, when both opponents can do the same? And what about other game-mechanics, if you understand how to use them in your favour, but your opponent doesn`t?

Really? So is there no point in Italy investing in INT, or the USA, if Britain does?

Yes, I tried it out. The speed of research is exactly the same as of the Germans (on average), and they also achieve breakthroughs, no matter the lvl of own Int., even without any. I didn`t try for the Allies, but in the predecessors Britain always has been their leading nation, and they are the only nation who is at war with Germany from the start.

So for the Western Allies it's only worth the Brits investing in Intelligence, and for the Axis only the Germans? What about the Soviets, is their's separate and worth investing in at all? Thanks

Hi Sugar
Each Major enhances its own research by developing Spying & Intelligence, and also increases the chance of spotting enemy units at the start of the turn.
Where only one Major counts is in its ability to offset the enemy's research, as your Major with the highest level will count against their research attempts.
But it's still in principle certainly worth all your Majors investing in it, though in practice other things may at times be a higher priority, i.e. I doubt that it would be worth it for France, but for the USA it could certainly be a worthwhile early research area.

Does increasing Intelligence tech make it more likely for each tech level that a breakthrough will be achieved after the 45% mark? The wording on the manual isn't entirely clear about this

Yes, it applies at all tech levels, and researching all categories. [:)]

Actually I achieved a breakthrough in a current PbEM++ with the Italians without any lvl of Int. at all. How can this be possible?

Thanks for clarifying, so if both the allies and axis have equal Intelligence tech, are the only benefits the increase in breakthrough chance (BTW how does the progression of this work, what's the % chance? at each level of a breakthrough?) and the increased chance of spotting enemy units? If only one major counts in its ability to offset the enemy's research, is that for all majors on one side, or is the USSR considered separately?
