It goes here:

C:\Users\<YOUR-USER-NAME>\Documents\My Games\The Operational Art of War IV\Graphics Override\[[[Directive 21 1941-1945]]]

note the [[[ and ]]] are just for reference where to drop the folder that contains any custom stuff like eqp, or image files.

The scenario it's self and any documentation or scenario image will live here:

C:\Users\<YOUR-USER-NAME>\Documents\My Games\The Operational Art of War IV\Scenarios

Hi, new player here. I just wanted to note on this thread that I downloaded Bob's Gettysburg 63 and successfully can see it as playable in my menu, but I added it NOT to the "My Games" path, but to the C:\Program Files (x86)\Steam\steamapps\common\The Operational Art of War IV\Scenarios.

FWIW, as you can see, I have the Steam install. I used the program files path because thats where ALL of my scenario files are. The folders exist in the My Games path but are empty. Though, also to note, the updates I made to my Fonts file for font size and readability, I did in the My Games path.

Hopefully this is helpful to others discovering this great game via Steam.
