i'm a bit confuse about rail conversion. When it say 13, does this been number of hexes (probably not) or a percentage for each unit try!

I think it is the maximum number of hexes you can fix in one turn (usually less). Rail conversion is 13 before winter, 3 during the winter and 12 in summer 1942.
