39 Storm Over Europe scenario.
Yes, it does seem like occupied France surrendered to the Allies, All territory in France (not Vichy) became allied, except German occupied spaces. Not like the liberation of France, but more like the surrender of France, to the Allies?
But:
Paris is German occupied.
French can''t build
Or spend Diplomacy points
But France (Denmark) does get production points for French cities not occupied by the Germans.
And it happened again if I reloaded right before the German turn.
But didn't happen again if I reloaded back two turns.
So, yes, very confusing.
But seems very rare.

I went back to the July 12th turn,
did the same thing,
invading Portugal and taking Bayonne,
Hit the button for the Axis turn,
and got the same result. - all hexes in non-vichy France became allied controlled except those occupied by the Germans. Do you want the file?
Could it have anything to do with Germany occupying Italy on the same turn?

Italy started the 12 July turn at 21% National Morale
Italy ended it at exactly 20%,
Triggering the German occupation, (right?)
And France switched on opening the 26 July turn.
The first time it happened, France wasn't triggered until the 9 August turn I THINK.
I don't remember when Italy was occupied on the first run through.
So, maybe it is related to the occupation of Italy?
Strange, I know, but I've seen weirder programming bugs in my life.
Do you want me to go back and try to NOT trigger the German occupation of Italy?

AHA
The triggering event is the occupation of Italy by the Germans.
On 12 July:
Brought Italy to 20%,
Germans occupied Italy,
France Liberated/Surrendered.
Same 12 July start,
Italy ended at 21%,
France did NOT surrender.
But then,
on the July 26 turn
I did bring Italy to 20%,
Germany did occupy Italy,
And France surrendered.
Tried it again,
With Italy at 20%,
But this time,
No attack on Portugal,
No German activation of Spain,
No landing anywhere in France,
And France DID surrender.
So, somehow, the occupation of Italy activates the "Surrender" of France.
There are no Italian units in France at the time of any of the surrenders.

AHA! AHA!
When France fell, earlier in the game, it was conquered by ITALY
Even though Paris is occupied by a German Corps on 12 July,
There's a little French flag in the middle of Paris, not a German one.
So, like Albania, when the Germans occupy Italy, countries under the control of Italy are liberated, except territory occupied by a German unit.
Related to why, when Copenhagen had been liberated by the French, when France fell, Danish MPP continued to go to France, and not Britain.
Although the area around Narvik, originally liberated by the French, became British control, when France fell (It appears.)
(Without the French MPP, no wonder the Germans are doing so poorly in my current game, and there are so many Italian units.)
Not sure if you want to change that or not.
Perhaps exception code so France always surrenders to Germany, never Italy, which is probably realistic?
