I have used the Counter Values Editor. Once. Six months ago.
Now I can't find it again.
On the buttons panel there are 23 different buttons to choose from [(9 x 3) - 4] = 23
At the top of the screen there is a View menu and an Options menu
Finally the manual is in PDF format and can be searched.
So, how do I invoke the Counter Values Editor?

In the meantime, the phrase at the bottom of your screen shots is correct. For the rest of us the phrase in the same place is wrong.
I see "attack and defence strengths" or I see "movement allowance". I cannot see anything else.
