That is very close to what happens right now. It is not obvious how the table interacts with the sequence of play.

The CW has to be in the 4 box in the Norwegian Sea to make the roll on the Mining table, which is done on a Naval impulse only, but before naval movement. They have to be in the 4 box of the North Sea (with CV), to get the modifier. Neither force can be there from the turn before. The Royal Navy moves out, and the Germans then get a chance to interfere. They have a very good chance to take away the modifier by keeping a ship in the North Sea. They have a far smaller (but not zero) chance to interrupt the die roll itself by sailing/flying to the Norwegian Sea. They do not have to be in either sea area in advance.

If the CW wants the modifier, they have to clear the North Sea. If the turn ends first, they have to start all over on this the next turn.


I like the new rule. I would use it as the CW, and would fight hard to get the modifier, too. Not all players would. But the possibilities in that table certainly make the players think about them.
