GMT's AWAW IIRC simply bans a German DOW on Vichy France for 6 months or there abouts.
I think it works fine as is.
Stops allies from taking N. Africa early, because that allows Axis to take Vichy France.
If the Allies leave N. Africa then they gain a lot from Axis invading Vichy France.
