I can highly recommend downloading the latest version of the scenario.
The version in the scenario pack isn´t working right.
Without spoiling anything, the missile armed Bears are not working properly for one.

Besides, your CF-101´s will be loaded with proper weapons instead of the OECM loadout that confused you, in Randomizers Apocalypse pack.
You will need them, so please download that version before you start....

You should use the version from Randomizers link.
The version in the community pack contains some errors for some reason.
Several missile armed Bear flights are RTB from the start, and there is the issue with loadouts of the Voodoo´s.

This is the final version of the scenario and it´s a bit harder than the version you tried, but still possible to win.
I have played it numerous times and also experimented with other interceptors, nuclear armed Nike´s and other fun things[:D]
