Thing is, from the looks of it, Qeortown produces 500 Energy units, consumes about 200, and Ionglacier produces none and consumes almost 300, that does not leave a huge margin to play with.

You could try to alleviate the Energy consumption of the Romulus by using strategic movement instead of regular movement, if that's not what you were doing already.
That way you would exchange logistics points for energy, and instead only use the latter when the Romulus actually fights.

Probably yes and strategic movement is what I'm doing. The biggest problem I had when I had the Romulus in the zone producing 500 energy and it did not get any. Probably everything went to more important stuff. Thanks for the help.

The way the system works is : first the SHQ sends Items to the zones that need them, then only it sends Items to the troops, if there any left. And eventually, it receives Items produced in the zones.
That's probably why the Romulus didn't get much, since there were apparently few leftovers. Should you have bought some energy from the traders to make sure the SHQ had enough in stock for both the zones and the Romulus before ending your turn, you could probably have expedited the process of getting back to normal.

The problem is you cannot buy any energy and are totally reliant of these old blowers in the beginning before you get energy tech researched :(..

Silly me, it's true one cannot buy Energy on the market.
But indeed, one has to be careful with upgrading energy-hungry assets until energy production is somewhat secured.
