Honestly stratagem cards are the weakest part of the game. I mean they're fine, but noticeably inferior to other systems in what is overall a fantastic game.

I like the idea behind the cards. As a leader, you've got lots of things you could do - and likely more and more things as your nation grows in size and complexity - but you can't do everything. You need to pick and choose.

Literally, you need to expend your political power to do - or attempt to do - what's most important to you. That makes sense. And it makes sense that you'd accumulate a whole pile of things you could do, as time goes on. A ruler of a tiny city-state probably has fewer options than the ruler of a planet.

I've never liked similar card mechanics in any other game. Indeed, I tend to immediately dismiss a game that has cards. (Maybe aversion from friends and family who like to play cards, when I don't? Heh, heh.) But it seems to work in Shadow Empire. And I can't think of any better way of accomplishing this.
