The HQ range you speak of is actually for an artillery sub-unit of the HQ. Select the HQ, then "U" Unit Report. Then select the artillery sub-unit. The range for the artillery unit can be expanded to 150% of the base value but the resultant bombardment will be at 50% strength. A guide on Steam details this.
