1 There are too few engineers in the game to dedicate some of them to these matters.
2 Even if there were more, they would be a big expense to buy more engineers just for this. They are expensive.
3 Like many other things, the rebuilding of the factories is abstracted into a payment, no need for more ruling. Or else you might have to do this as well if an armored unit was desorganized for example, why not having to send an engineers unit to repair the armored vehicles? This would be more problems of kind 1 and 3.

The construction engineer rule is the most frustrating rule in the game. It is also ahistorical, as combat and civilian engineering functions were done by completely different people.
In the game, engineers are few, expensive, and take a very long time to produce. They have very important combat functions, and are very fragile. If you use the construction engineer rule, you are almost cancelling the combat engineer rule; you can't afford to lose your engineers when you need them to fix things. And as I said, the engineers that were fixing things were not, historically the people who charged into combat blowing things up.
Also, shipping around engineers to fix things is NOT FUN. The point of the game is to have fun, and the construction engineer rule is a good attempt to negate fun.

For me, the fact that they are a-historical is the main problem. Where countries like the US combined combat- and construction engineers, almost all other countries didn't (or changed it during the war, which was what the British did).
This means that the force pool isn't correct at all. Germany had the so called "Bautruppen", very lightly armed units specialized in rebuilding and installing railroads, ports, bridges and factories. The number of man available to them in 1939 would means that they would need 3 additional ENG units, with no combat factors, at start of the game.
The combat engineers were only used in combat and not to rebuild captured facilities.
Same with Italy, Japan, France and the Soviets.
