The map is not dynamic. It shows the position as at the end of the previous turn housekeeping.

I do apolofize for asking about the exclamation mark then. Not easy for a newbie to know all the twist and turns of this game.
I had the thought one could put even stupid questions in the forum to get some sort of guideline in playing the game.

What might be blatently obvious in this game for folks that played it for years might not be that clear to ones like me that still trying hard to learn and enjoy.

FYI I did understood that much that something was "wrong" in the city, but since no red numbers or even yellow was seen when I opened the city-card I thought it was a bit strange.

Don't be put off. I have praised the helpfulness of this forum many times, but it's true that, as in RL, sometimes people can be tetchy and inadvertently appear demeaning, needlessly, because such comments don't really go anywhere, I guess. But Alfred, for example, seems to have an encyclopaedic knowledge of everything to do with this game, and is usually fantastically helpful to us novices. I even suspect he might have read the manual. Sometimes his comments suggest that....

Alfred had access to devs, that is why he knows.

Don't sweat the small stuff. I am just retiring as a pastor - and getting back into the game after several years of being busier than a one legged man in a fanny kicking contest. This is not a 'simple' game by anyone's stretch of imagination - even someone who's been around for a couple of decades. Some of us forget that!

I understand you guys ! No hard feelings at all, but just thought a fellow with encyclopaedic knowledge would cut a confused newbie a bit of slack.
I read the manual too, but not only is it (as many say) not totally up-to-date but also huuuge. I have been following StrategyGamingDojos Tutorials and Lets Play. The fact that he also stumbled into this question on why. He had the Diamond Harbour to look at and I am sure he found the answer later on I hope. Haven't heard it yet.

In a complex game like this every bit of help is of value, but I guess I got a bit carried away with the very sharp answer by Alfred. I'm certain hope I didn't upset him now.
I need the help and find this game highly valuable after hitting retirement last year. A true exercise for the brain. The hamster surely is running that wheel.

Thanks, Sardaukar. Just getting settled into retirement with a few (continuous) hours here and there to play the game again. EGAD!!! It is fun. I may even reread the History off United States Naval Operations again. That was my Dad's war. He enlisted, then got pulled out when someone found out he had worked for the railroads before enlistment. Guess what he wound up doing! Back in those days all the train dispatches were sent by morse and he could send just at 100 WPM. (I was in the radio shack on my tin can in the late 60's and could send 65-70 wpm international morse - he could run rings around me.) We got caught cheating at bridge once (just playing actually). One of our oldest family friends could also read and knew we were just playing, but another person had a hissy fit.
