IIRC there are no bases, even dot ones, in Tibet so Katmandu is as close as he is gonna get to air service at his doorstep. [;)]
Any passengers flying to Katmandu, Nepal, then going to Lhasa, Tibet, would have to cross the Himalayas. It would probably be easier to fly into China somewhere.
If you look closely at the map the entirety of Tibet lies within the Himalayan mountains. Getting to it from anywhere requires crossing said mountains.[;)]

Yes, but the mountains are higher on the south side of the Tibetean Plateau. Think Mount Everest and K2.
But I did see a way to get through the mountains between the red lines - of course, not much supply would flow that way! So no Hot Chocolates at nice stopping places along the way.

While the debate has been fun, the main point of showcasing Katmandu is that it clearly shows I am building useless bases that almost never get built. [:D]

They aren't useless.
Points, points, & more f***ing points. All of which offset, to an extent, the casualty points you will incur taking Tokyo. TLRTT is to intended to be won in 1948 with absolute victory against a massively enhanced AI opponent, sans atomic weapons. I have seen the victory reduce in scope due to those casualties. So build everything.

That is a floating airfield only base, no port allowed since it is dry. [;)]
