I have had exactly this problem and error messages about Klang.dll installing ATG on a new laptop today 14 August 2024.
None of the solutions worked (one of the Microsoft links is no longer valid) but I had some recollection of this problem a few years ago and that installing some other program accidentally solved the issue.
BINGO
For The Glory, downloaded from GOG (Good Old Games). On starting it said the program required Direct Play and produced a link to something from Microsoft. For The Glory then worked - but so did ATG afterwards. Magic.
