Is there a rule I did not understood?

small isolated island 1 group... those are the ones with landing zones
ports that are connected by at least 2 tiles 3+ naval groups

Manilla requires 3 groups for example.
Singapore 3 groups.
Rabaul 3 groups.

Thanks for the clarification. So, port blockade works again in Beta 5.1. Patch is good to go.
