So they only don't work if they are split. I think I did that for a specific reason. That they all have to be the same fleet.

Near Manila, I had a group of 1 CVL plus 2 DD. So this is not a 3+ group that is working. Is it a 4+ group?

This is working properly. I have tested it 3x with different assortments of mixed CVL, BB, CA, and DD groups. This is the screenshot from the Allied side with supply on. 3 naval groups at both ports.

Found what we were doing wrong. Forgetting about Lingayen and using the same old method of blockading it (using Patrol Units out of habit). Probably the same reason for Port Moresby, Patrol unit was probably in the mix making up the three ships.

Overlooked the new rule:
"Change patrol groups no longer blockade or prevent blockade of ports"

Our screw up.[:(]
