At the conclusion of Empire Turn 12 the Leftist player decides to surrender the game. Although both sides started with near equal strength and allies, more cities elected to side with the Empire rather than the Leftists. Strategy and tactics can overcome small disparities in strength but in this war, Imperial allies far outnumbered Leftist allies.
