There is a bug here. The build point in the trade agreement for China isn't in the CW production planning form.

Also, it looks like MWIF doesn't prioritize the sending of a build point out of South Africa to France. This is not according to the rules. So a second bug is there too.

Strangely enough, I haven't come across these type of bugs in an oil game anymore, so it might be that the program is misbehaving due to the fact that this is a non-oil game.
