Foreign Legions? What are they in this scenario? Imperials can receive support from foreign powers, that will appear on those islands? Is there a similar mechanic for Leftists?

Starting around turn 20 both sides receive Theater Options to recall foreign legions or enlist foreign volunteers at a cost measured in supply points. The new formations will then enter on the small islands scattered along the perimeter of the main continent. These formations are composed of relatively weak units and do not reconstitute if destroyed.

Turn 23 – Conclusion

At the conclusion of the Leftist’s 23rd turn the Emperor realizes that his military position is quickly dissolving. He yields to the Leftists and ends the war. The rebels are victorious.

Thoughts on the rebellion.
Even though Manyoni was isolated from the main Imperial forces there was the opportunity to concentrate Manyoni units and defend the city. Air power was available to attack Leftist amphibious movements, but it was never employed. Land units were available however, many of the units were in the countryside pacifying areas which were of little strategic value. The end result was that a coherent defense was not established.
The Empire had sufficient forces available to support both the Yusun assault and defense of Kobdo. The problem I see is that the Empire did not make construction of the Dalan/Yusun/Kobdo rail link a priority. There are several tactical tools to clear the railroad which the Empire did not use. Superior numbers could have been sent to Yusun which would have been disastrous for the Leftists.
