We'll adjust it down again if necessary. If you have a save where another empire very clearly should be open to diplomacy (you've invested in it, they like you) and they're still not and it looks like this modifier is still too strong, please zip up a saved game and post it here.

Sometimes you need to learn to accept reality instead of being entitled. The earth goes around the sun, so we have seasons, whining about winter or summer is pointless and so it whining about someone else "programming" the game they made wrong.
Whenever did I "insult" any of the developers?!?

I just expressed a personal opinion, and a pretty benign one at that!!!

IF the Malus was only late game, fine, but I have 4 worlds and the two empires I've met have 3 and 2. The Malus is -20 and -32. I have developed Effective Diplo for a +6, but even with gifts they refuse any treaty

32 hours in this arbitrary negative for diplomacy is what killed the game for me. It moves around per the patch, but not sizably and ultimately ends at -35 regardless. Maybe they game is supposed to be just a war 4x and peaceful trade, etc. isnt the target, therefore not the game I am looking for. I would like to see weaker empires buddy up to me for defensive packs, etc. if I am powerful. Now they just hate me, so I purge them. Again, I am looking to be part of a space opera, not a paint the map my color game.

I find it still way to strong. it makes no sense that no one wants to do diplomacy with you, because your military is strong.

I can only agree that its way too strong. It makes no sense that if all I ever did was gifts and trying to improve relations they refuse because I am more powerful than them.
I hope it gets changed soon or that a mod appears to change it.
Maybe it is not that bad on higher difficulties but right now I just want to learn the UI and mechanics and its practically impossible to do any useful diplomacy with anything larger than an independent colony.
