Yes, this works. I was wondering why I was able to manually build a SSP at some colonies, but not others. I forgot about that setting. Thanks for the tip!

Workaround:
I find a construction ship in THE nearby colony of choice. Hotkey
Go to the planet you wish to build a spaceport on. Press the ship hotkey once - then Ctrl Right click the planet - select the option to build a spaceport. The ship will load the needed materials and proceed to the planet.
This is typically faster than waiting on the missing resources to magically show up.

And there might have actually been a Engine reason against it.
But anyway, this is DW2 now. While it is preferable for a planet to build it's bases, there is no reason it can not be build by a construction ship.
