I also made a post some time ago about over TOE riffle divisions in road to Leningrad. Cant find it. But the way to make them was pretty simple. Supply priority 4 and refit mode. That's it.
And they were over 100% TOE not due to a toe upgrade. Just normal refit process.

You sure there was no TOE upgrade? those rifle divisions upgrade from the larger 41a into smaller 41b TOE's in July or August.

They did upgrade. They are using 41b TOE. But now its t16. And 41b TOE is available at t6, if i recall. So units had plenty of time to get rid of additional elements.

This can vary a lot depending how many divisions are on refit. The chance for an on-map division to upgrade TOE is only 20% per turn, unless on refit. So on turn 16 in this case the Soviets can still expect to have about a dozen divisions with the 41a TOE.
Even if you had
all Soviet divisions on refit all the time (50% chance of upgrade) you'll still have a couple divisions converting as late as late as T12. With the shedding process being gradual these may well be above 100% TOE on T16.
