Once again in your directive have you set Follow Path to Yes?

This shows the directive setup. Maybe it should have been one hex west as suggested above. The supply situation is bad at the staging base. However, when I try to change staging base it always reverts back to Burgas when the directive is carried out.
In this situation you are flying in Poor weather, so don't expect fantastic results.

Yes, (per DarkHorse) set it one hex west to avoid flak and also change the Area to 0 (see below). If you are successful it will spread out into the surrounding hexes.

(I seen one in action the other day, as the Soviets and I think you need to fill the hex with at least ~200 interdiction points (as per the detail report) for it to start spreading out. Each time you hit the hex again with another ~200 interdiction points, it spreads out another single hex layer. Its hard to pick up so I am not sure about this.)

Also as ajax suggested, change the Follow Path parameter to Yes. This should stop it from switching to different air bases.

-Use mines.
-Tone down your Strike Num to 2 per day (see below)
Min AC(Esc) make this 12(0) (see below). This means the mission will only fly with a minimum of 12 planes, if they are available. If for example, only 8 area available then the mission will not fly that strike/day.
-Req AC(Esc) make this 24(0) (see below). This is the requested number of aircraft you want to fly. So if 24 planes are available then 24 should fly. If for example, 18 are available then 18 will fly because it is in between the two parameters Min and Req.
- Set the Fly weather to > Very Poor (see below) or ALL
-I usually run my mine laying at 6000ft but I am not sure if it makes much difference.

Even the Soviets can get good results:
