Oh nice! A Propaganda Council sounds awesome! I'm sure you can have some real fun with that, and the idea of being able to influence Profile is very interesting. I'd agree that it'd have to have a high cost so that Profile doesn't become trivially easy to manipulate, that would be game breaking in my opinion.

First - thanks for a great game!

Second (and on point), my kneejerk reaction is that a propaganda council might be a great idea.

My biggest issue with the profiles is that often there are no chances to improve the needed profile before the time runs out. I don't mind that the demands are not in line with my goals so much as that sometimes they are simply impossible to fulfil and you don't know how difficult each one will be in advance.

Are you thinking in terms of the propaganda council pushes a certain profile rating or that the propaganda council influences (or creates) the demands?

I like the idea of a Propaganda Minister but I wonder if that could be a good addition to be handled by the Interior Minister? The Interior Minister is vitally important until you get your taxation levels and then becomes a bit of a nothing.

I like this idea too, Internal Council definitely get their funding cut earlier than the others in my games.

Indeed, on the surface this seems a good approach - I like it.

In terms of influencing your profile, maybe it could be a function of which parties have control of the legislature? Like every few turns there's an event where the party in power tries to push through reforms in the direction of their requested profile? Or they generate "special session" stratagems to that effect?

This seems reasonable & very practical.
Don't care for the Propaganda Council as a separate council.
Maybe a 'dis-information' czar like most governments like to...appoint. :)
