So you are saying all 62,000 men I attacked were in a bunker under 10 feet of reinforced concrete that even a 210mm artillery shell could not penetrate?

The way most artillery in the game is used is to cause disruption in the pre-battle phase(which prevents enemy TOE elements from participating in the battle itself) and level 3 forts just so happen to diminish the effects of artillery. I do not recall what other debuffs are applied to artillery in high intensity combat (urban, heavy urban, port hexes) but what you want in those is a lot of engineers and flamethrower tank SUs.

So what is the purpose of super heavy artillery then? Why did countries develop large caliber artillery? I don't think the game is modelling attacking heavily fortified cities with very large caliber guns.
From wikipedia:
Schwerer Gustav (English: Heavy Gustav) was a German 80-centimetre (31.5 in) railway gun.
The siege of Sevastopol was the gun's first combat test. 4,000 men and five weeks were needed to get the gun into firing position; 500 men were needed to fire it.[8] Installation began in early May, and by the 5th of June the gun was ready to fire.[9] The following targets were engaged:
5 June
Coastal guns at a range of 25,000 m. Eight shells fired.
Fort Stalin. Six shells fired.
6 June
Fort Molotov. Seven shells fired.
"White Cliff" also known as "Ammunition Mountain": an undersea ammunition magazine in Severnaya ("Northern") Bay. The magazine was sited 30 metres under the sea with at least 10 metres of concrete protection. After nine shells were fired, the magazine was ruined and one of the boats in the bay sunk.[10]
7 June
Firing in support of an infantry attack on Südwestspitze, an outlying fortification. Seven shells fired.
11 June
Fort Siberia knocked out of action. Five shells fired.
17 June
Maxim Gorky Fortresses bombarded. Maxim Gorky 1 knocked out of action, Maxim Gorky 2 damaged. Five shells fired.
By the end of the siege on 4 July the city of Sevastopol lay in ruins.

If we're to speak of Super Artilleries - use them in Clear or Rough terrain.
They are just artilleries for the game mechanic. Use them in Urban or City and artilleries fire less and are more prone to get hit in turn.
