I enjoy micromanaging so I like the corps for the tight 5 radius which allows me to repair "block by block. I bring in a second stripped down corps when needed to insure all RAD and OT are being used. The micro-manage with a corps and then a second one allows me to spot fix the rails a bit better, so a line connects to Tallinn a turn or two earlier than just using an Army. I also can avoid "wasting" RAD on the rail lines that just lead to the far western coast past Tallinn. With that being said, I you are right in just using an army and moving it a bit each turn and eventually all the rail lines will be repaired. Much easier that way and less tedious.

In addition, I usually have 15 RAD units in my army, because I take them from the FBD. This, of course, slows down the rate of railway repair with the help of FBD, but on the other hand, railway repair in the north is going much faster, which makes it possible to ensure good supply there in winter.

I have 10. I leave each FBD with 5 units in it. That way they are not slowed down too much but I see your logic on the 15. Just a trade off one way or another.

This is especially noticeable in winter! Automatic repair with 15 RAD units and 4 Romanian railway units provided me with a fully repaired railway in the north and west by the end of winter. The south and east of the occupied part of the USSR have been repaired by 75%, while all double-track railways have been completely repaired. With no RAD units at all, my FBD repairs half as many hexes per turn, but that's still enough. At the same time, I keep all the repair support units in the OKH, as soon as in January I finished repairing the railway in the Baltic States and near Leningrad.
