Either people aren't getting the memo or others are having this problem otherwise this many people wouldn't be trying to start a messed up version.

It works for me. I have uninstalled the game with the new installer when it asks it. Then, I manually delete the Warplan folder to have a clean installation. At last, I continue the installer to install the new version.
When done, I have installed the hotfix.

Ok so I feel dumb, i thought the .181 patch replaced the hot fix copy and paste patch although in my defense that is usually how it work. So apparently you need both. thanks Lascar

Now I think they botched the hotfix. I noticed many players with the wrong version on the server and it seemed it was only Steam players. So I had them redo the patch for Steam.
See if there is an update.
If not uninstall/reinstall for Steam.
