Looks like he meant "Remain on Station" orders were not followed. That happens when any kind of event happens for the loitering TF - even catching a glimpse of an enemy xAK TF can cause the loitering TF to RTB. Such TFs must be checked every turn, and combat 'events' that do not become battles should be monitored too.
Setting a single hex patrol works better - the TF might move to flee a threat but will return to the patrol hex if it is able.
remain on station orders should be the default. when a major logistical unit goes across the pap taking 14 turns......and then heads for its port of origin= rage. i sent them there for a reason.

7 months into the game (in game calendar) and my land based maritime strike is still beyond useless.
an example i built a built a fortress base in Port Aurthur; a 2 BB/2 CA Japanese task force steamed right up to the island and demolished my SAG before my bombers decided to attack the Japanese.
the bombers then launched several waves which scored 4 minor bomb hits but were mauled by AAA (the torpedo armed planes did not fly at all). the SAG then sailed off barely scratched (they sank one BB, 2 CL and several DDs)
to put a cherry on this, i had the HMS Hermes on the far side of the island, and 6 Japanese land-based planes flew over port royal (home to 5 dozen fighters) and sent the CVL to the bottom.....6 of them. no CAP met.

what does base administration 14 of 8 mean?

If you have set them and you still have a problem then leaving any map info on thats not standard active will slow scrolling down. E.g. like leaving search arc (z) or supply (5) on all the time.

I only use “remain of station” to hold TF’s while in port. Usually because there are additional incoming ships that I want to include. I will always set up patrol points as it’s more flexible in covering an area versus “remain on station”. “Remain on station” also get detected easier IMO versus a TF that is set to a patrol zone …. But everyone has their own thoughts…

Remain on station is a good way to stop an amphibious task force 1 hex away from the target so you can send it in the next turn to invade while also allowing any ASW, minesweeping, and bombardment task forces one turn to do their jobs before the actual invasion.

what does base administration 14 of 8 mean?
It means that the base can administrate 8 air units but that you have 14 air units at the base - which means the base is "overstacked". Overstacking penalizes aircraft launches, increases ground aircraft losses and delays aircraft repairs.
You can increase the admin limit by building-up the airfield, adding an Air HQ, changing the Command HQ of the base to be the same Command HQ of the AirHQ at the base, and by putting said Command HQ in reach (command radius) of the airbase.
See manual p. 213/214.
Concerning the bombers not being intercepted by fighters on the way to the target - the game does not include midway intercepts, CAP will intercept only in the destination hex of the bombers.

It'd be in a way of "leaking CAP", sort of.
Example. I have CV TF one hex from Port Moresby and Betty strike comes from Rabaul. Both CV CAP and PM CAP will contribute (in most cases).
But real "mid-flight" interceptions (e.g. attacker flight path crosses distant CAP base of your own) don't seem to happen. I consider it as "enemy routing around the enemy base" abstraction.

all sailing in consort mauled and i mean mauled by a 4CV Japanese task force.
my super battle group was providing cover for an assault of four infantry divisions, three 155mm artillery battalions, 1 engineer battalion, a tank battalion and their dozens of accompanying assault ships (including more BB and DD)
they haven't worked my assault force yet, my 6 CV did not sink one of their ships.
6 on 4.....i am starting to hate this game.
(and yes i dont know how to take screen shots)

CAP settings,
for best effect what percent, and do i use LCAP or CAP.
4 months into the game i am being savaged even when i have overwhelming odds and it is getting frustrating.

CAP. Depends on how many carriers you have but for two or more use at
least one group at dedicated CAP 70, 30 rest or if you really suspect combat that turn, 100 CAP. If you leave them at 100 they will tire very quickly not to mention a/c fatigue. Any other groups can be used as escorts/CAP depending on what you expect to come up against.

after this pulping i cheated and reloaded the game. but it just happened again.
how can 6 CV and 7 BB get so completely crushed by three CVs?
starting to hate the game.
