Only when the clock is running and any of my own units are selected. That's when I get the lag. Processor usage or RAM or GPU or VRAM usage don't notably go up when it happens.
If the game is pause, or none of my own units are selected, the game runs pretty smoothly.

I checked again this lag is 1307.5. The game slows down a lot only when a unit is selected. But sometimes it is not possible to deselect a unit by clicking on any place on the map. In this case you can cancel the selection of a unit only by selecting another unit and then clicking on the map.
I also noticed that when you press the F1 shift several times, the Weapons Allocation window opens again and again. Several Weapons Allocation windows can be opened in this way. Before the War Planner patch, there was always 1 Weapons Allocation window (at least as far as I remember).

Well ... Yesterday I installed Windows 10. On a blank clean drive. Brand spankin new installation, no update mess.
This "lag when own units selected" bug is now gone. WOO HOO!! \o/ :D

I hasten to point out that it doesn't necessarily mean it was a Win 7 problem. That OS was a good 8+ years old and had had stuff installed, uninstalled, installed, uninstalled, reconfigured, a couple hardware changes, more stuff installed and uninstalled ....
In other words: While it was overall stable, it had numerous little glitches here and there due to the mess that doing all that stuff can create in Windows file system and settings and such, particularly the registry (which i do try to clean semi-regularly)
There could well have been other conflicts in there is what I'm saying. The system would have to be forensically analyzed to find out the Ultimate Why.

It cold also be a GPU driver problem. Intel, nVidia, and AMD are all slowly investing less in maintaining support for older libraries, whether DX or OpenGL. Eventually, Win7 PCs will only be able to use older video cards. Seeing a little of that with RTX 40XX in MSFS 2020 and in newer AMD drivers.

Only available via steam so far (last I checked) so not been able to try it yet.

New information. In 1307.13 game lagging if I choose only 1 unit (it does not matter whether it is a flight, a single aircraft, a radar, etc.). If I choose multiple units (couple of flight, multiple single plains, multiple radars) - there no lags
