This problem has returned. It was fixed in the Beta, but reappeared once the non-beta was released.

That's very odd, as the beta & release game files should be virtually the same.
Have you tried starting the game using the 'RTW3.exe' file instead of the Steam/Matrix launcher with the latest release version?

Hey everyone, we've recently released the 1.00.17 public beta for RTW3. With this update we are testing a Slitherine launcher fix, which we hope will address the start-up issues some users have been reporting.
We strongly recommend you test this new launcher and see if it resolves your game start-up issues.
